The mission of the Johnson O'Malley program is to address the unique cultural needs of American Indian students attending the Holbrook Unified School District through a supplemental program of services planned, developed and approved by the Local Indian Education Committee

What is the Purpose of JOM?

Johnson O'Malley was created to meet the special and unique needs of American Indian Students. Johnson-O'Malley funds are not to take the place of federal, state, or local funds.

How does the program work?

To receive Johnson O' Malley funding, the Holbrook Unified School District contracts with the Navajo Nation Division of Dine' Education. There are broad and general regulations that outline the requirements for the contract, allowing the programs to be developed to meet local needs and differences. There are two main requirements under the Johnson O' Malley Act to assure Parent Participation and control. The requirements are the Indian Education Committee and the Education Plan.

Indian Policies and Procedures

Annually HUSD #3 produces an Achievement and Participation Report that outlines student achievement and participation rates in school-wide programs.
HUSD #3 annually evaluates, updates and approves Indian Policies and Procedures in consultation with the US Department of Education and the Navajo Nation.
The following information outlines information that is utilized for tribal consultation with the Navajo Nation.
Annually HUSD #3 encourages feedback and recommendation on policies, procedures and programs that are serving our Native American students. The attached document is an ongoing document stating those recommendations.
HUSD #3 meets with tribal officials twice a year to discuss Impact Aid, student achievement and feedback on program improvement.


The Holbrook Unified School District received impact aid for federally impacted students that reside on federal lands, both the Petrified National Forest and tribal lands.
